LAHORE | November 2025 —
The Punjab government has reportedly decided not to promote 11,000 teachers currently serving in public schools to the positions of regular headmasters and headmistresses, sparking concern among the education community.

According to official sources, all permanent school head positions have been temporarily blocked, affecting thousands of qualified teachers who were expecting promotions. Many educators who successfully cleared merit-based tests have also been left waiting for their formal appointments as school heads.

The School Education Department (SED) stated that under existing rules, teachers cannot yet be granted Drawing and Disbursing Officer (DDO) powers — essential for managing school budgets and administrative matters — until amendments to current regulations are approved.

Officials added that a formal proposal regarding the appointment and empowerment of teachers as regular school heads is being prepared and will soon be presented to the provincial cabinet for review and approval.

According to SED representatives, the move is intended to ensure administrative compliance and proper financial oversight across Punjab’s public schools. However, teachers and education unions have expressed disappointment, arguing that the decision delays long-promised career progression and affects school-level management.

The final decision now rests with the Punjab cabinet, which will determine whether the promotions will proceed once the proposed amendments are approved
